The story starts off with Jack Bentley staking out a meeting of arms dealers in the apartment building he shares with his girlfriend. It is here that he gets caught by one of the arms dealers, and has to escape from a rooftop in order to avoid being killed. Jack spends years honing his skills as an assassin for hire. He never does anything without clearance from the top levels at CIA headquarters, but one day he makes a mistake and it costs his life.

The action is set in the present day. Jack Armstrong is a retired Marine who now owns an auto repair shop in Los Angeles. But when he hears about his former comrades being killed by rogue covert operations, he goes on the warpath and begins recruiting his old squad to take down the top players in this illegal trade.
