She needed to find a way to get close enough to catch the dragon off guard and kill him before he had a chance to kill her.
The book starts with the Emperor receiving a letter from his younger brother, Crown Prince Hiroko, who has been fighting in a war. The Emperor is shocked to learn that Hiroko has lost his life due to illness. He decides to visit his brother's grave and makes plans for the country's funeral services.
