The story starts in the 1930's with a rivalry between two intelligence agencies. The British Secret Service, led by glamorous and enigmatic Maxwell Knight, was created to combat German espionage throughout Europe. On the other hand, the Third Reich established an Illegal Signals Intelligence Office that focused on Serbia in particular. To be more specific, they were interested in one man specifically- Sasek Zlatarov, who would soon become known as "the Balkan Fox." One day, Hitler's spymaster Hermann Goering comes across a map of Serbia and sees a letter 'Z'. This map is found on the desk of a dead Serbian spy and leads to the arrest of Zlatarov.
